With Microsoft Advertising, bids do start at .05 cent unless they are set differently in the spreadsheet that you are importing. You could set the campaign budget but that does not set what you are willing to pay for each click.

In the import there is a column for keyword bids. You may set that to what you are willing to pay for top position.

I'm having the same issue.  However, I'm assigning bids at the keyword level in my spreadsheet. After I upload it it always says $0.05. I have a large account so it's not practical to update each one manually.

Open the orignal file being imported and ensure that the Column Name which holds the keyword bids is set to "Current Maximum CPC" (and not "Max CPC" or any other text)  - let me know if that resolves the problem.
