Explain Adult Content Policies

Does anyone out there know the complete MS policy on advertising adult content?  It is not very clear and contradicts itself in the help pages.

The policy says that sites promoting primarily adult content are not permitted to advertise, yet the policy also states that the advertising of adult novelties/toys IS allowed.  There are a lot of adult novelty retailers out there whose sites are primarily adult in nature, so why are they permitted to advertise their sites/toys?

Why are some adult related keywords permitted and others are not?  Ex. "adult movies" is not permitted, but "movies adult" is.

How is it that the adult content policy says that adult material must be 2 clicks away, yet, again, the policy says that site promoting primarily adult content are not permitted to advertise?

If anyone can answer these questions, I'd be much abliged.

    More or less I want to be able to advertise adult related sites on AdCenter. If I do a search for certain adult terms, I get 3 adult ads, all of which take me to adult pages. It seems like they are testing something out right now, and not allowing everyone to play. Contacting MSFT does nothing to help. Putting my own ads up seems to get my account placed on hold and my ads not showing. I would love to see a clear policy about this, and figure out what is required to get my sites to show up on AdCenter. I am willing to play by whatever rules are in place, and willing to spend hundreds a day. Microsoft, please help.
